Why isn't the equivalent pressure applied to these terms also?

COMPRESS returns a deficiency that states "Actual lug C1/C2 < 1/4, C1/C2 = 1/4 used as this is the minimum ratio covered by WRC 107." What does this message mean?
When external loads acting on the nozzle are specified in the WRC-107 function, COMPRESS also calculates the stress in the nozzle neck due to combined effect of internal pressure, axial load on nozzle, and net bending moment on nozzle. The allowable stress for this condition is determined from ASME Code Section VIII Division 2, Appendix 4-138(b). But COMPRESS limits the allowable stress to "S" (the basic allowable tensile stress) and does not account for local membrane stress PL. Why is PL not considered?
