Answer:

Yes. There is no need for COMPRESS to manually
increase the effective vessel diameter to account
for insulation; this is done automatically by
COMPRESS.
Increasing the effective vessel diameter may
still be necessary to account for wind on nozzles,
ladders, and other attachments.
