COMPRESS uses only 60% of the weight for determining the tensile
force in the anchor bolts when designing a vessel using the ASCE 7-05 Code.
What is the reason for not using 100%?

Answer:

The factor 0.6 is from the ASCE 7 load combinations
that include wind or seismic. By default,
COMPRESS will consider load combinations 7
and 8 of ASCE 7-05, etc, paragraph 2.4. These load
combinations are specified with reduced dead load in
combination with full wind and seismic bending moments.
COMPRESS allows the Engineer to override these
load combinations if desired. Access the
Action menu then select the
Set Mode Options command. Select the
Calculation tab on the Set Mode Options dialog and
"check" the option labeled "Do Not Consider
ASCE Load Combinations 7 and 8" then click "OK".
